Fuse blows

Hi a friend of mine is getting nuts
In his Electra Glide Ultra 2007, switch the ignition, lights on, as soon hi try to start the bike lights fuse blows
Any start to looking at?

He seems to have a short in the starter wiring. What mods has he done to his bike? Has he changed handlebars, or disturbed the right-hand handlebar switches for any reason? I suggest tracing the wiring from the starter switch, checking for electrical continuity and any damage, such as a pinched wire.
