Delayed start after shutting off
You can get parts manuals cheap for older bikes. I finally got one for two of mine, for around $40 shipped. Also rons harley has/did have parts manual. Might be a numer on them too.

Also at get manual ready and figure where to check power. None of this is easy to time right.
Reading through your post it sounds like you may have more than 1 problem.
1: If the fuel pump does not run with the Ignition on and Off/Run switch to Run that is one problem.
2: If the pump primes and you press the start button and the starter doesn't engage that's another problem.
When it doesn't prime or won't start, is everything else working as it should, lights and horn ?
I'm not familiar with the FP3, do you leave it plugged in? Have you tried to run it without the FP3?
The power from the kill switch powers the system relay which powers the Fuel pump fuse, and powers the Start relay. So it would be important to check voltage at the start relay BK/R and at the System relay W/BK when it won't start. Pull the relays and check for 12V to ground at 86.
