In what year did HD make headlights on all the time?

My '82 superglide hade 2 "on" positions. If you cut the the small jumper wire between the 2,you could ride with the lights on or off.

I had a 1990 Ultra with a 4 position steering lock switch
It was wired with the lights on all the time. I did pull the fairing and removed one wire to allow to me to power up the bike to start it, turning the master switch to the next position to turn the lights on
