Default Smart Security II Pager Programming

Hey gang! I have on 08 Ultra Classic with the optional Smart Security II system complete with belt clip pager and antenna. The bike was in storage for a year and for some reason the pager is no longer married to the bike. I assume because all of the batteries went dead? I dunno...

Anyway, I have been banging my head against the wall in an effort to re-marry the belt clip pager to the bike. I've gone through the simple instruction sheet that came with the Smart Security II system. This is what I do :

1. Make sure that the ignition is switched to OFF
2. Make sure the pager is powered OFF
3. Press and hold the power switch on the pager until it powers up.
4. Continue to hold the power switch on the pager until it goes into programming mode (flashing lights and beeping for 5 seconds).
5. I turn the ignition to ON for about 1 second (I've tried several durations)
6. I turn the ignition to OFF

At this point I am supposed to hear 4 beeps to indicate that the pager has been married...I only ever hear 2 beeps which apparently indicates that the marriage failed (much like my own personal 1st marriage). I can never get the range indicator to blink (a sign that the pager is married).

I am at my wits end...I have no idea what I am doing wrong. I thought that perhaps the internal 9 volt battery in the Smart Security II system was dead, so I replaced it with a standard 9 volt battery just for a test. I have changed the 2032 battery in my key fob... I'm friggen lost here!! With the exception of not knowing whether the handlebar kill switch should be in the ON of OFF position (I've tried both positions several times) when I attempt to remarry the pager, I think I have pretty much everything else correct. The instructions are vague when they say to QUICKLY turn the ignition ON and then OFF again. Not sure what QUICKLY means... Like I said, I have tried several different durations.

Anyone have the same problem or am I alone here? I checked to make sure that the antenna for the system isn't touching any metal - it isn't.

Help....The last thing I want to do is to have to go to the stealership only for them to flip the ignition switch on and off and then charge me $100. The only dealership in my area has the monopoly on HD products and service and their prices for services such as this are outrageous (so I've been told - I've never actually had to do this before)...

from harley davidson site:

2007 and Later Models (Hands-Free Fob):
1. Ensure that the motorcycle ignition switch is turned to the OFF position.
2. Ensure pager receiver is turned OFF.
3. Press and hold the pager receiver button (D). The pager receiver will
flash and vibrate to indicate it is in the ON mode. Continue to hold the
button until the LED indicators begin to flash one after another and the
receiver begins to beep once every two seconds. The pager receiver is
now in the encoding mode.
Note: The encoding mode will time out after beeping five times. If it
times out repeat Steps 2 and 3.
4. Quickly turn the motorcycle ignition switch to the ON position, then back
to the OFF position. Within several seconds, the pager receiver will
indicate that it has been successfully encoded by beeping four times.
5. To verify that the pager receiver has been successfully encoded, disarm
the security system by turning the motorcycle ignition switch to the ON
position. Then quickly turn the ignition switch back to the OFF position to
arm the security system. The LED indicator (A) will begin to flash to
indicate that it is receiving the Range Confirmation Signal (RCS). It may
take up to 60 seconds for the indicator to begin flashing.

Bought a pager for my 2014 ultra and tried to program it right there at the dealership. Had no luck, service manager tried as well and had no luck. I'm looking myself for info.

I still have had no luck getting the pager to marry to the bike. I have no idea what might be preventing me from completing this task. I'm frustrated so I've pretty much given up. Perhaps when I am at the dealership one day I'll ask them to try for me.
