Headlight and spots work fine
Flashers work fine
Brake light works when depressed
Brake running light, tour pack running light, and fender lamp do NOT work when running.
I replaced the 15A fuse and it worked momentarily and then popped. When the fuse pops the front end lights work and the brake and flasher lights work, but no rear running lights. I cannot see and obvious loose or broken wire. Any thoughts? Thanks, guys.
It is a short to ground somewhere in the lighting circuit. Unplug the connector for the lighting harness that goes to the rear fender, and also the connector for the tour pack.
Put a fuse in and see if the fuse still pops. The wiring in that area lives a hard life...
This is a quick and dirty check, hopefully you will find the problem here, if not we will get the test light out and go on the hunt for the short...

Have you changed the bulb for another one?! You may have a partial failure in the bulb itself. Otherwise, as Dan says, you have a ground, probably due to a damaged wire. As only one light is not working it can only be a fault on the wiring to that filament.
