Default Cam recommendations.

I have a 2000 95" Roadking with 203 cams and R&B 2-1 blackhole exhaust. I need a better low-midrange cam for 2 up riding, Suggestions please. I will not be doing any other mods.

Unfortunately, your cam choices are limited to cams with lift no greater than .500" because the early valve springs won't accommodate more lift than that. Two cams that would work are Andrews 21 and S&S 509.

Not only that but your exhaust is not made for low end torque.....

I thought the SE203 cams were low/mid range cams. Could it be the exhaust and tune holding him back ?

The exhaust is fine if it is a 1.75" primary version. If it is the 2" version then he is running a far too large tube header.
