I agree its your lifters pumping up, had the same noise when starting cold, sometimes it continued for little over 3 minutes. After changing cams & lifters (S&S Premiums) cold start lifter noise was eliminated now after 5 seconds.
Some riders say its normal, don't worry about it. they claim having same noise over 80,000 miles still runs strong. Oher say "replace those stock lifters" Harley Mexican made lifters lack quality control and are known to fail.
I say to each his own!

Old thread I know but please advise how you would be able to determine which lifter was bad thru visual inspection?

You can't, unless the roller is damaged to the point the damage is visible. However, if the lifter is that damaged, a ticking noise will likely be the least of your problems. You can replace them all or replace them one at a time until the offender is replaced.
