Default Is this timing off?

I can't get my head around this. Is the timing off, or is is just chain slack/stretch?
The dots do not line up 100%

It's just fine, the sprockets are rotated sigthly, that's why you see that the dots doesn't match 100%, if you rotate the engine slowly you will come to a point where they match

sure, wear and stretch can have this effect. also not following install protocol. it does make a diff which direction of travel you use, you want the slack on one side. when the tensioner extends, it will roll the chain to a degree so the marks do not align.

If you look at it closely, The chain ain't stretched enough..
