I haven't had a chance to look at this yet but I thought that I should also mention since you brought up lifters that I have adjustable pushrods. I am not hearing them rattling so I don't think that they are loose.
do not think the lifters are the issue. all lifters bleed down but if adjusted correctly has nill effects especially at cranking rpm.
you did not mention how the starter sounds as it is cranking.

one very important fact you are not considering mr. w is:
cranking speed. there is way more time for the cyls to fill so it is nearly a full fill but as rpm increases, time reduces and you get a partial fill.
if it is as you say, then engines since the first hyd lifter was used would have issues and down to this day.
will there be diff, why sure, but, as i said, nill effects, aka, nothing to worry about and cannot be corrected unless you go solids!
now if you talk running rpm, then there will be bigger issues.
Just to make sure this is related to the issue I am having the problem of the starter having an issue to crank the motor only occurs when the motor is hot after a long run and the restart is attempted within 15 or 20 minutes of shutting off the motor. If the bike sits for an hour or so then I never have an issue with the starter struggling.
While the leaky lifter is good, and ignition timing off another, I suspect that the 3rd could simply be weak battery. It's probably worth going through the cables and make sure they are up to snuff and making good contact. It's a vibratory softail so even loose terminals could cause the issue.
