At 5500rpm? I think he'll have a hard time hitting 80hp by 5500.

I would keep the CV carb and install a Thunder slide kit. Go with the jet that your builder recommends. (Ev-38 or Ev-51 cam) with stiffer valve springs, and Jims roller lifters. High compression pistons may affect your choices here. You may as well get some headwork like porting done here too. Or shell out for some aftermarket heads and matching pistons. I would guess you would easily be in the 80hp plus range after this. Good luck!
And a hotter single fire ignition if you don't already have it....even the Screaming Eagle S/F ignition and coil will work well here with your RPM limitation.
If you're doing all the labor yourself I'm pretty sure for 2200 ish, Scott will bore your cylinders and set rings gaps with Wiseco Pistons set 10.2:1 with a Woods W6 cam and a set of stage two heads to that and you'll easily be in the mid to upper 80s hp/tq.. It was probably the most reliable build I ever had... With real good power..
Additional would be a Dynatek 2Ki ignition and a tune.
With an S&S E and port matching on the road I would get 52 mpg..

80 HP out of a 80" Evo is not that big of a deal.we done it too many times to count in the last 30 or so years.a OEM CV carb won't do it though,your going to need a 42mm mikuni at least,I'd personally use a 45mm.as far as a cam goes look at a woods W9B,CP Piston kit & good 1.94/1.615 headwork flowing in the 280cfm range,you should see in the 90/90 area

Not sure the crank pin will hold up that long... I had mine at 97/97 and it sheared the crank pin..
