I'm guessing that's your carb face plate mount and breather bolts.. you won't be able to screw that all the way in without the breather attachments that go on to those breather bolts.. I take it you're venting to atmosphere and not back to the carburetor is that correct?

The nylon washers go on each side of the hose ends.

Yes he needs 3 total for each side...
Hose to head
Bracket to hose
Banjo bolt to bracket..
