Drill a hole in the middle, thread it and use a slide hammer to pop it out. Why do you want to remove it? Install another?

Are there 2 rivets? That picture sucks. If they’re rivets. You just get a drill and drill the rivet until the end pops off. Don’t use to big of a drill bit or run it all the way through.

a better picture would help. Possibly there’s caps on the bolts?
if you plan on making it black. There’s I’m sure a ton on eBay cheap. Just buy one and have it powder coated while the bike is still together. This way there’s no down time. Or. Just remove the cam cover and see what’s doing from the back side. You don’t need to remove the fake points cover to remove the cam cover.
Just a guess here , maybe shine a light around the outer edge of that cap and see if there is an indent where you can use a small screwdriver to pry it off .
Have you tried gripping the timing cover with your fingertips and unscrewing it counter clockwise? I used to have a cover on old TC that had hardware hidden - it had a plate underneath that bolted in using normal screws and had a threaded stud in the middle that the outer cover just screwed onto. What year bike is it?
