So I notice when I start my bike especially when is cold in the morning, I hears this Clack clack clack and then it goes away. 2016 CVO ultra limited. Is that the lifters and should I get S7S lifters and adjustable Push rods?

I have a 2016 ultra cvo, just did the s&s lifters and adjustable pushrods. I recommend doing them asap. Not sure how many miles you have on your bike but if you have around 20k or more its time to do them. I had one lifter that was going bad and it would tick. Its not a hard job if you have any mechanical experience. Lot’s of videos on you tube. Good luck.

If the noise goes away at operating temps, it's just the OEM lifters that have leaked down pumping up; no harm. Having said that,if the lifters are OEM, probably a good idea to replace them with Johnson HyLifts from WFO Larry since there have been some issues with the OEM lifters. http://www.larrysmotorcyclemachine.com/lifters.html
There are three styles; standard, slow leak down and slow leak down with pin oiling; 2313; 2313S and 2313SE. The 2313S should be fine. Swap out the lifters, run it for a while and if the noise is gone, no need for adjustable push rods.
My 2016 CVO Street Glide does that and it stops as soon as it gets up to operating temperature. 9k miles on the bike. I was going to wait until 15-20k and change the lifters just for peace of mind, but I decided to trade it in. My 14 CVO Limited did it too.
Well known issue with the hd stock lifters that is made worse by the heavy valve springs in the 110 heads. I wouldn't wait for xx amount of miles...just change them asap. Very cheap compared to a bad lifter wiping out the whole motor. The hylifts by wfoLarry are great lifters and a good price too. Any quality aftermarket lifter from a known source is the way to go...and adjustable pushrods make the job easier and easier for any future trips into the cam chest. Don't wait.
Being a 2016, it has 99C lifters in it.. I'd remove them as soon as possible.. DJL's rec is a good one. WFO is my go to guy for lifters. SnS gets them from the same place..

Question asked and answered. Johnson Hy-Lifts; one of the three available configurations depending on build; any one of the three is a much better option than OEM.
