Any of the Andrews 21, 26, 48 or S&S 509S cams will be a major improvement over stock. What is best is subjective.
Don't get caught up in more cam is better thinking. I've seen that happen. Cams need to match well with the compression, heads and cc's you are running
My choice would be the 21. YMMV
TC88 Stage 1 S&S 509 chart vis TC95 Stage 1 Andrews 48 chart. The 48 makes about 10 more TQ/HP but with 7 more cubic inches so some of the increase in performance is due to the increase in displacment; how much; dunno. The comparo makes the 509 and the 26 in the TC88 look pretty good IMHO
As has been pointed out, beehive springs will accommodate up to .600" lift, so a set of 1.7 ratio rockers on the intake side would be a cheap way to take advantage of the beehive lift and maybe pick up some TQ but definitely pick up a few ponies.
Take a look at the S&S 551 EZ Starts.
I have an 09' 96ci and man what a difference. Hard Hard low end pulls and just keeps pulling. Very nice lope also.

Stinger just reminded me about two S&S cams I had forgotten about; the 551 he refernces above and the 583. The 551 has a similar profile to the 509 with more lift which the '06 beehives can acommodate) and some minor tweeks to the exhaust side. A better solution than what I posted earlier and worth a look IMHO. The 551 will build TQ early, should have a lumpy idle with the short LSA and accelerate well and will probalby start falling off above 4000 rpms.

I had already looked into the 551s but theyre made for the 96/103 and higher CR than I have. The 583s are definitely interesting though, and I will be looking into those. Thanks

From the S&S website. 551: Designed for engines with 96 to 106 CID and 9:1 to 9:9 compression. This is a bolt-in cam set designed for stock or mildly modified touring bikes. 551 cams are not recommended for compression ratios of 10:1 or greater. Greatly improves low-end and midrange torque, strongest from idle-4000rpm.
Suggested the 551 because the profile is very similar to the 509 but with more lift. It is available for '99-'06 models in chain drive. I understand it would like a bir more compression than you will have but so do all the other cams, including the 583 which has a very different profile from the 509. Obviously, I can't say for sure which would be the better choice since I have not run either but I would be leaning to the 551, or the earlier solution, the 509 with 1.7 rockers on the intakes. JMHO
