OP has never let us know what lifers were installed and we have asssumed adjustable push rods but the OP has not confirmed that either. If adjustable push rods are installed, which ones and how deep was preload set? Were they adjusted at TDC on the compressin stroke? Let's get the basics our of the way before jumping to compression and leak down tests.
My builder installed with the cam; S&S lifters & S&S adjustable push rods. That was at 24,000 miles. I'm not sure how he installed them or procedure that was used.

Are the lifters Standards or Premiums? So, more preload could solve the noise issue. Check with your builder on the preload; how many turns?
If he followed S&S instructions for their 32TPI pushrods, preload is sitting at .125". That is the minimum most are using these days and many are settng preload at .140" to silence the valve train. Could be another half turn would quiet things down.
Can you tell if all the lifters are being noisey or is the noise coming from a single lifter? Could be replacing the offending lifter would solve the problem?
Throw in a new set of plugs and ride it for 100 miles and report back.. The front looks a little lean.. Is the bike Carbed or injected...? Check intake seals..
