They were on, but I took them off this morning as I explored what the issue was.

I replaced the jugs and pistons with an S&S kit taking it from a 96 to a 107 and gapped & installed per the included directions. Don't recall ATM what the gap was.

Did it rotate right after you finished assembling?

Doesn't matter, as I said in my previous, if the motor turned over after assembly but will not turn over after sitting for three months, with the spark plugs out, the rings are very likely stuck in the bore and need "un-stucking". Granted, I suppose it could be something else but simple logic says, address the obvious possibility first before going down rabbit holes.

I read it as turning over when assembling. But I agree, pour some diesel fuel in plug holes and let sit. Then try again. Maybe add some MMO.

The reason I asked about how tight the rings are, I have seen rings turn over tight in jugs. If a person were to finisish instailling they additional mass migh make them really tight.

Did he lube the walls with oil? If he is applying as much force as his says, tight gaps or stuck rings would probably be overcome???? Though is probably doesn't hurt to lube it up. But also if so, would you want new rings?

Something hitting in the valves?? When was the last time was spun?

Did you remember to put the sprocket shaft spacer back in?

You wouldn't take the sprocket shaft spacer out to do top end work. You would have to remove the rotor to expose it. Did he pull apart the bottom end or just the top end? Due to lack of info, I was thinking just top end, but he does say rebuilt.

I would not put a 140 lbs of force on it again, myself. if it is not turn, I would want to know why.
