I doubt any Honda repair shops do the work now days but could be wrong.. You can always go there and ask. Cylinder has a cast iron sleeve so it should be bore-able. Don't need torque plates as the block is looks pretty stout. They should be able to do a valve job on the heads.
Check the local automotive machine shops... You can try the local Napa and they can probably tell you where to go..

That's is a good idea.
I live in a rural area there are simply not many if any local options. Doing a google search of Automotive Machine shops all of them are at least an hour away. There is a small shop fairly local ran by an elderly gentleman, but it has a sign on the door stating that it is closed due to a back injury.

Go to dealer and ask them if they use anyone or ask a local shop. Last time I had bike cylinders done I asked a shop and they gave me a name of shop. I suspect a shop that does bike will do most others. Can't make a living just doing bikes, I suspect. Even try asking a car mechanic if they know of a place, and just call them. But again just ask a local shop and see what they say.
I asked a big local speed shop who does all kinds of stuff, but they don't bore their own cylinders.
I suspect you will find a shop within a drive's distance that does it. Someone mentioned NAPA, another good choice,
