Late to this but as a few have mentioned, popular Harley machine shop won't touch it, different animals and tooling needed.
OP, poke around the shops that support wheel sport and dirt bike activity usually around weekend popular riding areas or farm country, you will get pointed to the goto place, better work and prices as that's what they do.

Funny how we out in Central New York need all that criteria Dan.. Little bit of everything.. We even got Unadilla right around the corner.. One of the best dirt track for dirt bikes in the world..

Have you checked with automotive machine shops in the triangle or triad area maybe for referral? To be sure someone in central NC does this kind of work.
I reached out to FB friend whose sons auto cross. He informed me that the local Honda motorcycle dealership (Asheboro Cycle Center) will send them out to be re-bored or re-sleeved. And will do any make bike/ATV whatever. I plan to go see them tomorrow.

Picked up a beater compact Suzuki 4x4 quad in the 90's. City guy, WTH do I know about them, went to Carnegie SVRA of all places to learn the thing and how to use it for real, yeah The famous hill climb place, got my education just how huge and varied the aftermarket and support infrastructure is for off roading. Knew it is popular but fuggg.

Your rural may have an old school machine shop still around, these parts they went away 20 plus years ago.
Even the long time top goto place for older hd head & boring work closed a few years back, he was the last of all round automotive machine shop here,I can’t get a set of barrels bored here reliably and it’s an hour plus drive to the shady spots that do. This isn’t the happy 80’s anymore.
You can still find a few local, say a silent thanks to the gods of broken bike parts

I got a set of harley jugs bored year ago for $250 in Manitowoc Wi, not rural. Year before I got a set done in Milwaukee. The one in Milwaukee was a bike shop, parts, service Cool old plays with parts on the wall, and bunch of antique bikes in the lobby. The other I think just did everything
Update #2: I called the Honda Motorcycle Dealership (Asheboro Cycle Center) and they do the machine work in house. I'm taking my cylinder to them tomorrow.
