There is always a little overlap on the intake and exhaust at TDC on the intake exhaust stroke, so I always rock the engine back and forth a little to make sure its not on the overlap.

Dude, I got it. I had the rocker boxes tightened down first before finding the lowest point for the push rods. A beginner mistake, but that's how we learn.
