can anyone say why I keep losin my points covers? I use blue Loctite and this is the 3rd one I lost...
Well... Since it was originally a rivet there are several things that come to mind:
Was it tapped? (Edit... I missed this question...)
What thread was it tapped to? Size / pitch? Are you using the correct screw size? (Length too as pointed out previously.)
Was the correct tap drill used to yield ~75% thread engagement? (You could use the number drills backwards to act as a plug gage to measure thread minor diameter)
If this is all checked, and good, blue loctite should work.
If all else fails McMaster Carr sells screws with a small patch of plastic embedded in them for vibration resistance.

Reason: asked if the hole was tapped
it should be 8 / 32 thread - and if some one replaced the ignition and took the correct size thread stays out and re installed the china crap that come with most ignitions today
BTW - the thread inside of those stay screws is beyond garbage from china

Are you attaching it to the metal plate that is was riveted to? If so, lose the plate and turn it 90% and attach it to the timer plate studs/standoffs. If attached this way with blue loctite it will stay.

The hell with the rivets! This is the way to go, and there are many choices for covers.
using the stock factory screws...now that I looked at it...I think its the flimsy gasket that they give...I made my own and will let ya'll know how it works out...
