Hey pie eater! Just something to consider here that others will disagree on but I witnessed this before. Not sure of your temps in Omaha now but in hot sunny weather a non vented tank will build more pressure than vacuum while riding, unless your bike only get five mpg.then maybe you can get the vacc instead. The wrong or swollen gasket on the right cap can block the vent,with caps tight you can smell gas at the cap,should not hear any hissing when loosening it. That being said.
I still lean towards the needle valve not stopping the flow because its bad or float is whacked.
Check float height, gas caps. If u are wanting performance junk the cv get an s&s

I see way less of those than I do threads talking about CV jetting.
Take the carb off, clean it with spray carb cleaner, blow cleaner through all the holes, check the needle tip to confirm it is still there if it was rubber, then reassemble and check/set the float height.
10%methanol will eat the end of a rubber tipped needle and no amount of setting will allow it to seal.
I don't believe any carb is a Performance enhancement!

You may not but I am a believer because when I switched from CV to S&S my bike ran a hell of a lot better.
And that was after having the CV worked on to fix an issue I was having with it.
Just out of curiosity have you switched from a CV to a Mikuni or an S&S?
I know most people say the Mikuni is supposed to the best but I prefer the simplicity of the S&S.
FWIW.... never a problem with my mikuni.....strange saying that a carb can't be performance enhancing. That's like saying twin Holly double pumpers would do nothing for a big block.
