There are spacers often put under the calipers right from the factory sometimes. They are there to center the calipers right over the center of the rotors. Worst case you may have to resort to such a measure. (The line that splits the caliper, directly over the center of the rotor.)

I had some lying around from some aftermarket brake kits and supplemented those with washers that I picked up at Lowes. They had several different thicknesses in their inventory.

I went looking in the Drag book and found some shims for Performance Machine calipers.
I'm guessing that is what you are talking about.

No spacers behind the rotor. I just went out in the garage and took it apart again. Put a washer between the original spacer and the fork and it fixed it...caliper is off the rotor. I appreciate all the help, I'm kinda new to the Harley stuff. Is there a spacer inside the wheel between the bearings?

I'm glad you got it fixed but I wonder what changed that required an extra spacer to fix your problem.

Yes there is but you don't mess with it to sort your brakes out.
It is there to maintain a certain distance between your wheel bearings and your races.
Actually there is a better way to say what it does but I ain't good enough with words to explain it.

Did the spacers fall out of the wheel?

Is there a spacer inside the wheel between the bearings? Yes and it has thin shims to set the bearing end play.
