Assuming you are talking about a stock CV carb then you can try and hand tighten the jam nut behind the bracket that holds the choke ****.
Be careful that nut is easy to break.
If it is already broken then get a new choke cable.

I did give the plastic round nut to add resistance to the choke cable, looks like this may be the fix. Thanks a lot!

WHAAAAT !!!! damn I gotta ask more questions, I sprayed some lube on the choke cable on my 95 springer's choke cable last fall cuz the damn thing was hard as hell to get on and off, since then i cant get it to stay on and assumed i must have used the wrong type of spray stuff on it and would have to take the whole dammn thing apart and clean it somehow...and now you suggest there is a way to tighten the tension on it

Thanks guys, I guess i shoulda took a light and looked at the dang thing it pissed me off so i grabbed some of that silicone spray and shot it... but maybe i didn't do any long term damage it seems the advice on this thread has fixed my problem.. big thanks to the OP for asking you evo gods for advice!
