Totaly stumped on new engine issues/symptoms

Btw I have a bit of "to do" list already:
1. Rebuild master cylinder
2. Change ALL fluids and add a new oil filter
3. Replace the fuel line
4. Fix the accessory port
5. Fix the front brake squeal
6. Replace the muffler
7. Do a carb rebuild possibly if needed
8. Replace the intake manifold gaskets
9. Add pin plugs to empty spaces on deutsch connectors

Things for distant future
1. Repair the paint
2. Recover/replace the seat

Things done so far
1. Replaced the missing pad
2. Covered the shorting wires with electrical tape
3. Cleaned up the deutsch connectors
4. Added a temp fix to front brakes

Btw the list isn't in any particular order. As of right now I'm at point at which I'm asking my self where to start first. The Carb,the intake,the brake,and the fluid change are all equally important.
I would start with 3 and 7 myself.

With the new hose your going to use, put the VOES hose in your mouth and suck on it and have the meter on ohms connected to the VOES wires . You should be able to get the meter to register when the VOES turns on and off. Then check for internal leaks by sucking on the hose again and put your tongue on the end, the vacuum should hold the hose stuck to your tongue.

On the tank, with the petcock and screen removed, you can dump a little gas in it, shake it around and dump it out,

or, especially if you find that the tank liner is flaking, take the garden hose and flush it, fill it bout half up, shake it, dump it out, repeat.

Takes a little time to dry it out, compressed air, then dump some cheap rubbing alcohol in it, shake, dump, blow.

If the liner On the inside of the tank is flaking off, don't you need to reseal it? And if so, negate do you use?

I'm guessing it's in there for sealing and maybe corrosion protection.

If it's not leaking, just get the loose stuff out and use it.

Keep it full of fuel if it's going to sit.

Hmm,, then there's this stuff I saw browsing the other day, move over seafoam?

side note, I wonder if additives like seafoam and other cleaners actually cause the liners to turn loose.

I think you should dump that carb and convert it to fuel injection. Less problems that way.

Since I'll prolly do a carb rebuild,is it necessary to rejet. I think its safe to assume it still has the jet for Cali requirement 1.80. I know I plan on replacing the mufflers just didn't know if that may change the dynamics of the rebuild.

If it was running good before just clean the carb and the jets.
