You could pump them under oil with the rod and push out some air, lifters are not assembled dry anyway, not extremely critical. Use assembly lubricant on cam.
In my experience, it's not that critical. The tappets are roller tappets, so there's no "sliding" taking place. I just soak the lifters in fresh oil before installing them. I will put a bit of assembly lube on the bushing (outer) end of the cam, and just oil the needle bearing.
The factory manual says to pour a half pint of engine oil into the gearcase before installing the tappet blocks, and I do that, too.
