Rings are probably just stuck. Some Sea Foam, or Marvels or just ride it hard (after it warms up). Sitting a year or three shouldn't cause other issues.

thanks for the info buddy, im sure its noting serious, just a case of not being used, trouble is its now catch 22 do i ride it to see if it is stuck rings? or do i leave it until i take it to have manual compression releases fitted and get it checked out then
You don't need compression releases for any of that unless you are over 11-1 on your pistons.
It can be horrible to start, when it's cold it seems to be ok, when it's warm or Luke warm like just going to the gas station you need to give it slight throttle of you catch it wrong. It makes a horrible metal on metal clack noise.
Valve seals are not gonna cause that much oil residue to the point that the exhaust pipe seals are leaking oil. Pull the plugs and squirt some marvel mystery oil in there and leave over night. The next day put plugs back in, disconnect the ignition and crank it over for a little to get rid of excess marvel.
Reconnect ignition and start it up. It'll take a little to get all the marvel out. Take it for a good ride then check everything including a compression test and go from there...
If you have more that 200 cranking pressure then maybe on the compression releases.
