I did the same thing on a '98 ultra using most of Jasper's post as a guide. I used a different ignition that required some different wiring. The hard part is the tank mod. my costs were about:
S&S super e: $500.00
Pingel fuel valve $100.00
Pingel tank conversion $60.00
used VOES of of ebay CHEAP
Dynatek DC-6 coil $70
Misc expenses for heat shink tubing, solder etc
Ultima 53-644 ignition $150.00
We did a 98 E Glide to carb for one of the club brothers and did it on the cheap. We did replace his tank instead of cutting it all out or doing the conversion due to getting the tank for $125 and just needing to add in the petcock for $30.
I had scored a box of CV carb/ignition parts at a swap meet for $5 each (which made 4 good carbs in the end) and rebuilt one for the project. Cost was about $30 total including the kit.
Got on ebay and bought up a couple of the ignition wiring harnesses for the carbed version to replace all the EFI stuff. $20 -30 each. 32435-94 works well for doing them. Only needed one, but got three extras in all. Even comes with a VOES connection on it. Got the VOES on ebay with 6 hg setting for the bagger. $30. I had a couple of single fire coils on the shelf, so that was easy.
Picked up a new ignition at the same swap meet for it for $45. I forget which model number. SE ignition. New pickup cup also required.
Swapped it all over and swapped all of the 98 stuff to another brother's 96 model that had some issues. Both running as good as ever 4 years later.
