At first glance, that's a private sale, arm's length price. It's not a deal for an esteemed neighbor necessarily. Any features or add ons that you like? A photo wouldn't hurt. Is the title clean ? How many drops? Original owner? Why is he selling?
If it's a cream puff, that might be a great price. If it's been ridden harder than a Dukes of Hazard stunt car, then you got a problem. Is this the kind of neighbor who would not do you dirty to keep the peace in the neighborhood? Or is he the shifty type who cares more about getting a nut than keeping a friend?

Different speedo - there are very few "happy" scenarios for that but what's the story? My policy is that the story is always a spun web but try to find what's true.
Ultimately your best bet is to pore through Craigslist in your nearest major cities to see what others are going for (most people think they have the crown jewels) and use that in conjunction w the book values. Low end is reserved for not well taken care of, high end is for garage queen. No more than half for salvage in my view.
I've had bikes with chains and shaft drive - belts are a dream. You can visually inspect them rather easily - if not dry, cracked, split or holes, it's good to go. But others will have experience in a belt that old.
