All the bolts go through the strut and have a nut on the inside of the fender.

The nuts are a bit easier to reach if you jack up your bike to get the weight off the rear wheel.

Depends on whether you have an FLSTC or an FLSTF/N. On the latter, the bolts go through from the inside with the nuts outside. That way you can remove the saddlebags without disturbing the support brackets/luggage rack (if so equipped). There's a second nut holding the brackets tight.

I have a 1992 FLSTC, but there are no nuts on the inside of the fender. They may have been removed by the prior owner.

At the moment, I have bolts coming from the inside that are secured by nuts. Then I have the saddlebag support bracket secured by another set of nuts. And then the Saddlebags are secured to the support bracket by bolts that go into well nuts.

Between the support bracket and the fender support strut, I have two sets of nuts to serve as spacers. Based on the alignment with the bracket that comes from the passenger peg, It appears to me that the bags are supposed to have some spacing between the fender strut and the bag support bracket. The two sets of nuts seem to provide less spacing than it is designed for since there is some torque on the support bracket coming from the passenger peg.

I have converted my bike to a single seat and I want to put a luggage rack over the fender where the passenger seat was. To do this, I have to remove the saddle bags, support bracket and all related hardware. While I am at it, I want to do whatever I can to make it easier next time.

I do not intend to take the bags and rack on and off very often. I am not looking for a quick release system. I do not mind taking some time to remove it with tools. But right now it is a real pain.

Even if I jack up the rear and get the rear tire off the ground, it is very difficult to get a wrench up under the fender.

I have recently added Progressive 422s on the rear set up at factory height. But maybe when the break in there will be a little more drop in the rear tire.
