How did you find a softail with 39mm forks????
What kind/year of softail do you have?
And no I don't think that windshield will work in your application but you can call and make sure.
That windshield is an OEM replacement for Heritages and Fatboys.
FWIW I bought a complete setup from Memphis Shades for my '94 softail custom which hooks to clamps that are attached to the fork tubes.

Given that our bikes are over 20 years old and previous owners could have done anything to them your bike came stock with a wide glide front end and should have 41mm forks.
Since you have an FXSTC my recommendation is to get a detachable windshield from Memphis Shades for a couple of reasons.
1) It's nice to be able to quickly remove the windshield when you want to.
2) It would make getting new shields very easy in the future. (not to mention cheap!!!)
