When inner is in place but still loose make sure the large o ring is still in place,use a mirror and light. They can fall if some jiggling is done while installing. Looks like the old one was pinched out of the groove,they don't usually look like that condition.

Does anyone know what this blue crud is? It's all over the place where the starter pinion enters the primary and on the tensioner bolt. Looks like it may have been a seal in its past life?
I suggest that since you have the inner primary cover removed, that you go a little deeper and replace all the seals on the left side of the transmission.
Inner primary cover oil seal 12052A
Starter jackshaft seal on inner primary cover 12066A
Inner primary bearing inner race on mainshaft 34091-85A
Pulley spacer 33344-94
Quad seal (underneath the pulley spacer) 11165
Shifter shaft seal on transmission 12045
Inspect the splines on the shifter shaft, if they are damaged now is the time to discover it.
When you go back together, use a new bolt on the shifter shaft, locktite it and get it tight...

I'm replacing most of those currently to get me back on the road until winter. Then I'm going to do this all over again so I can replace the belt and trans seal once I buy the socket. Good call on replacing the shifter bolt. I was just going to loctite mine.
