ok so the bike has new plugs new wires new crank sensor carb has been rebuilt with new jets and gaskets but need to be adjusted but when riding around 25 to 30 mph it will bog down and die and you can wait a minute and it fires back up
Is there plenty of gas in the tank. Sounds silly but you start it on the stand or after being on the stand and the carb will be full, level it out and if there's not enough fuel it's below the pick-up on the petcock. Just a thought. Still don't think the carb is right.
Forget 30-35 will it rev up to 3000 - 4000 rpms?
It could also be a clogged fuel filter which is cheap and easy to replace. I'd replace that and also go through the carb as Ethanol gas is murder on carbs and as others have said. I wouldn't trust the PO unless you know him.

Alright guys got the bike took the carb off there was no vacuums hooked to it tore the carb down and went threw in to make sure things were right reset the Mixture screw and brought it out 2 full turns it on fired it up and it idle but just a little bit of throttle and it Coughed turned the mixture screw 1/4 turn fired it back up and idle smooth and you could actually crack the throttle and no back fire coughing or nothing let it sit and idle for about 5 mins and went to crack the throttle again and it started Coughing again the boot from the intake to the carb is new and it was sealed good
