I believe THC said clean the carb. It's not a big deal and cheap, so if it doesn't work not a big loss. Throw some new plugs and wires on it while you're at it. Was it rebuilt correctly?? Correct jets or TOO BIG?
I prefer to change to a S&S carb, simple adjustment and done.

Welcome to the Forum. You'll find all kind of people here. When you are asking questions, especially to the EVO, Shovel, or Panhead people, most know a little (a lot) about them or they wouldn't still be riding. People here can walk you through just about anything if you give them enough information and the do what they suggest. Yes I have an 89 FLHTCU.

Unless the previous owner is a friend don't trust anything they tell you.

That last part tells me there is a lean condition happening.
1: Make sure the float level is correct
2: Check the rubber connector that the carb goes into to make sure it doesn't have any cracks
3: Check your intake gaskets

Let us know what you find.

Personally I much prefer the E to the stock carb because of how it mounts to the intake (well that's one of many reasons)

The number of people who think they can rebuild a carb...and the number of people who can actually do it... is vastly different.

Not sure I get what's going on here.

OP, have you actually ridden this bike yet? Sounds like you are saying all of this is based on what the seller told you about how the bike is misbehaving. If so, I wouldn't plan on anything until you have the bike in hand and can see for yourself what's going on.

The S&S is nice, but there's no reason the factory Keihin CV carb won't run just fine.

We're currently working with secondhand info! Tell us more when you own the bike, have it at home and have run it/ridden it and can tell us first hand what is going on.
