ok. if it makes any difference, the guy i bought it from claims he upgraded to a 32amp charging system. not sure i believe him. he also said it was a relatively fresh rebuild and i had to put new head gaskets on last weekend.
FWIW I never trust what a previous owner tells me unless it is a good friend.
OK update : went out to recheck everything. looks like im getting about 13 volts at idle about 11-1200rpm and looks like 14 at 2500 rpm. so it all looks good until i turn on the turn signals then all bets are off...lol. im betting my LED conversion later this week will all but fix that.

I gotta ask...are you still looking at the gauge in the dash?????
If you are having problems when you turn on your turn signals then you will still have the problem if you put in LEDs.
Personally I'm thinking a magnet shifted on your rotor assembly or you simply have some very dirty contacts.
It could be several things but without testing you'll never know.
the harley volt meters on the dash are notorious for being inaccurate. the meter on my 85 is all over the place all the time. i check my voltage with a hand held meter and every time i check it's different than the meter on the dash.

I think you are fine. I get the same reading on my 89 FL when I turn on the blinkers looking at the voltage meter on the dash, especially at a stop sign. Has not really been an issue. I know I have a good charging system and battery.
