Glass bead blast it. The OEM is most likely powder coated. You will need to protect the insides when you do this. Prime and paint with whatever paint you've had success with. Lately, I've had good success with Rustoleum industrial paint, but you could go to TSC and get some rattle can tractor paint. DOT5 doesn't attack paint like DOT3/4 does. You need to use a self etching primer designed for aluminum. I generally hit the small parts with my heat gun a few times, then let them sit for a week, because it takes Rustoleum a long time to cure.

If you have the set up, PPG dp-90 is a satin black and a real 2 part epoxy that works well and matches the original finish. It is probably best adhering and durability for going over bare aluminum (except for powder coat). But you need a complete compressor/spray gun set up.

The biggest issue is with the silicone fluid. You need to clean it, clean it, clean it. Otherwise the silicone will eff up the paint job (fish eyes).

Bead blasting is OK, but you need to plug the brake line hole and install the master cylinder cover with gasket when sand/bead blasting. It is cast aluminum, so careful with sand blasting,

Take apart, wash multiple times like your washing dishes, then bead/sand blast, wash multiple times again with grease and wax remover in between soap washes. To do it right you need to disassemble everything then strip and repaint. Not hard, just time consuming.

Yes epoxy can be affected by sunlight long term, however, if your bike is garage kept, then not an issue. YD

I don't think soda will take off powercoating. But I've no experience with soda. Only aluminum oxide, which will profile aluminum too much if not careful. You might also try a chemical stripper.
