If I'm understanding your question.... you need to have all pressure off of the rocker shafts so they can shift/rotate when you install the inserts. The rocker box may also be installed too close to the bolts & need to move a little too.

Fitted them this evening. I didn't even had to remove the rocker boxes, they dropped right in. I think the engine being still hand warm might have helped a bit. All in all 30 minutes work.
Took it for a spin when I was finished. Oh man, best mod I ever did for the least amount of money My engine has been quite as a church mouse when cold, but started a cacophony when warmed up. Now, it stays like a church mouse.
