I'm going to guess that is another custom part, as I don't recall seeing one before. Looks like someone spent a lot of money customising your bike way back! We need one of the fellow softail chaps above to chip in, if any of them can help.
It is a nut cover. I am buying all the original parts to replace this kit that I don’t like it

That's another piece of the "Mirage" collection from Custom Chrome. From the factory, there was no nut cover there, just the hex head bolt. Harley sold a smooth, round cover for the bolt head through the accessory catalog.
