Try this before you break out the dremel. First confirm the correct driver, T40 or T45. Source some fine sand, (mason's sand, pool filter sand, or scrape some off of fine sandpaper). Dip the tip of the driver in water, and then the sand. Then use a impact driver. Many times, the sand will create enough "bite" to free the fastener. I've done this on recessed fasteners when cutting a slot was not an option. YMMV.
its a 5/16 drill bit to the center and take the top off
That's how I helped friends service their Jap bikes back in the 1960s. All being well the drill vibration will jog the darned thing loose before the head comes off.
