I just picked up a 99 Softail Standard with 15 k miles. The little bitty caliper on the front is about as useful as a football bat. Is there a better on out there. Also, is it much of a job to swap?

with th likes of that PM Caliper equating to $500 + freight to here in Oz.....i purchased a Tokico Caliper off a GSXR for $60 on ebay, then purchased small adapter plate from Fabkevin (google)...have had th setup for a few years now & works a treat

In addition to a change of caliper, also consider aftermarket rotor and pads. Ensure your brake fluid is fresh and fully flushed through, to remove that gremlin. And talking of gremlins, that bell will wreak havoc with performance in so many ways.....
I was told those gremlin bell should be mounted on the lowest point to the ground to not allow any of the street gremlins access to your ride.... Lower front down tube... Nice ride....
