What would you do?
Many times a vehicle that is totaled is issued a "certificate of destruction" which basically means it can never be operated on the road again...you may not be able to get a new VIN issued if this is the case...

A friend used Broadway title for an old jap bike and had great success. It was around 10 years ago and they are still in business. IIRC it was $250 back then. A little research is needed if you are still thinking of buying a frame without title.
What most services do is title it in a lenient state and then you transfer it to whatever state you live in.
