Under the seat , on the fender of my fat boy is a breaker box, the breakers are 15 amp breakers, they are big 2 spaded silver top. How do I tell if the breaker is blown? I don't know much about these kind of breakers, why is it so big,

the breaker on the "bad circuit" should be "clicking"... hold fingers on Breakers and identify bad circuit... It'll prolly be quite warm also!!!
I say all this because I rarely encounter an Open Breaker [broken]... but short circuits are common on Owner Wrenched equipment!!!

Softails changed from breakers to fuses mid year 96... the breakers you speak of are aftermarket fuse replacements and did not come on the bike...I would go back to fuses...
