Many years of tanks had extra nipples for emissions connections, or anticipation of them.
That year bike should have a vented cap on the right tank only, with a crossover for fuel on the bottom (pictured) and another between the filler necks for venting from right to left. Assuming it has the original tanks...
I agree, have the same brazed over nipple on my 1985 FLHTC.
I have an 84 softail tank that has that tube...I have multiple other softail tanks that do not have it...goes to under the gas cap, it was plugged when I got the bike...pretty sure it was brazed shut...I never fooled with it...
The vent / overflow tube for the tank is under the dash...next to the upper crossover tube
