Rocker box install... pushrods

Default Rocker box install... pushrods

Installing the rocker arm carrier to the head; torqued everything down and noticing the intake pushrod won’t spin in place, the exhaust pushrod spins freely.
I have the cam positioned so the pushrods are in their lowest position.

Does it just take a while for the lifters to completely bleed down?

Yes, you have to wait
Assuming you are using stock ( one piece ) pushrods and you have the correct length in the correct location
