My wiring diagram shows black wire from regulator and red wire into harness, to lower [steel] breaker stud. There is no other wire on the diagram showing the other [factory looking] mystery black 12guage that also goes from the steel stud into the harness. I took your advise and left the mystery black wire disconnected.
The top breaker stud, copper has one lead which looks to be going to the starter.
With red only I do have oil, high beam, signals and clicked the starter circuit. I did not start and run at this time.

I am noticing the lower stator female plug is slightly suspect. I am considering making jumper leads from the stator to the reg. [ very carefully]. I would have done so already but I am out of female bullet terminals. This may answer the charging question.
Thanks for you help so far. Retirement gives us time to get into trouble. Me anyway.

It looks to me that there are three wires also one main breaker steel stud?
I tried my jumpers from the stator to the reg. No luck charging at the batt.

Here is a pic of the breakers behind the H/L as requested?

I can take others if it helps.

No, the schematic shows 2 wires. The red line you see is "helping" you to know what the flow for the ignition circuit is, it doesn't represent a wire.

How about a pic of the main breaker under the seat?

Latest test. I just made my jumpers out of the stator. Tested at them. 44v AC now .
Put test leads on jumpers and tested- 44v AC.
Test leads to the reg plug. [not shown] No charging at the batt.

This is fun! :-) I think .....

1. Regulator shot. Get a HD one from the dealer.
2. Dunno what the extra wire is for on the main breaker. Trace it out. Also, yeah, I have no idea what that extra panel with fuses is for. As I said, alarm system there somewhere? I would leave the extra wire off and see what doesn't work.

Well... I stand corrected, I definitely see the red wire. Other than that, I have color deficient vision and the rest of them are light and dark. So I approach wiring differently than most, haven't seen a harness than clean in years and not being on the side of the road with a flashlight in my mouth and in the rain doesn't seem right. If I need anymore excuses, I'll make some up.

I can tell you where each every wire goes in all the photos and what they do, but for now.... two things jump out at me - wires one and two. Just a guess but wire 2 looks like the original regulator to main breaker. Wire 1 looks like a wire coming from the current regulator. Probably got replaced and someone didn't take the old one out, just ran the new one. See it all the time.....

You still running a standard lead acid battery? Get outta here! Put a regulator on it and don't buy a cheap one, lose the extra wires when you run the new one too.

Fuse panel is for the transceiver and controls on tank panel, box behind that is an antenna splitter. Cruise module under the seat. So many modern inconveniences...
