Default Outer primary fitment

OK, I searched and there are a few threads on this subject, but it doesn't quite answer what I'm looking for.

Will the bolt pattern on an FL outer primary cover from 1994-2006 fit an inner primary from 1989? I know that FL outer primary cover from '89-'93 would fit an inner '89 with no issues.

One way to find out is look at the primary gasket part numbers.
If the part numbers are the same then it will bolt up.

You might be correct, but if I get my hand on one, I will verify.

Sampling of part numbers for FL touring outer primary:
Year/part #
1993- 34901-85A
1994-34901-94C (change in 1994)
2006-34901-94C
2007-34901-07 (change in 2007)

According to those numbers it won't fit.
