Bring it to a powder coater and ask for a satin or semi gloss textured black finish. Paint is not going to last on the chrome. They can sand blast the chrome to make it adhere. Bring the inner to match their samples, should work out just fine.
My inner primary was painted with Harley texture 12 years ago, it's still there.
Texture is the original finish match, whether painted or powder coat, not wrinkle.
When I build a TC fxr, converted the inner primary to mid controls and whacked off the shift arm mount. After cutting it flat I used HD textured paint. You can't tell where the paint stops and the PC starts. Even after 16 years.
Here's a thought ... Take the inner and the new outer to a powder coat facility and have him do both ? As mentioned texture black works very well ... I used it on my 1992 FLHCTU when I did the base gaskets perfect match

Rattle can Wrinkle can look like texture paint, all depends on how heavy the coats and timing when you do it. Played with that stuff heavily back in the cheap building everybody was broke days, more than a few frames got done rattle can wrinkle to look like what they are calling textured today. Held up pretty well done right surprisingly.
