Removing the seat hand bar and tour pack mount plate and need to relocate license plate. Would like to use Custom Dynamics License Plate Relocation Mount for Turn Signal Bar, SKU: CD-LPR-KIT Drag PN: 2030-1594 (page 1136 of Old Book). However stated fitment is for 91 to 98 FLHT.
Long shot ask here is does anyone know what the difference might be between 1990 and 1991? HD part numbers for the turn signal bracket are different, 68643-83B for my 90, 68510-74C for a 91.

On my 89, I eliminated all the stuff you did and wanted the plate down low on the rear fender. Took off the stock turnsignal bar, marked the new holes for the license plate and drilled them, put the licence plate under the turnsignal bar and bolted it back up to the fenbder. Bought a rear light lens with the clear window on the bottom from J&P cycles for a few bucks and ran that setup with no issues for many years.
