The lolly pops will probably help your decel pop by breaking up the flow and enrichening the mixture a little. I don't think you will realize a throatier sound, deceleration will sound different, and you will need a big washer for more torque. DrHess nailed it, reduce the flow and you reduce performance, you might make it sound better but it won't be running better.

I run drags and I've spent months trying and making different baffle setups and rejetting for them. At one point I had absolutly no decel pops, nice sound, decent low end torque but no power on the high side-(alot less). What I finally settled on was KromeWerks baffles and a small washer about and inch behind them, I still get a few small pops down low when I close the throttle but low end power is good enough and it screams on the high side. It also runs cooler without restriction.

Try this, pull the enricher out a tad and then decelerate and try to make it pop, they should be less and/or quieter. As far as the washer goes, just try a thumb screw with a couple of nuts to hold it firm to the pipe, adjusting these are easy. All you really need to do is break up the flow, some guys just put a bolt in there. If you want low end torque try one of those cheaper baffles with the tab you can bend up and down and don't wrap them, it will probably help the pops as well.

So, Mike, to answer your question, no, I don't think putting a washer in your exhaust is going to give you more torque or midrange, assuming your carb is jetted properly now. For more torque in the midrange, change the cam and re-jet. Maybe some head work designed for that. Otherwise, run what you got.
