The pic is a little blurry but it looks like it could have been an Allen or Torx head...I just removed the rivets from my ignition cover...I had to drill it out first until the head came off, then punched the backside of the rivet through.
Actually that is a rivet - 1/4" steel. They expand when installed, not only to a bulb on the end, but they swell into the hole and gap of both pieces. Grinding the head off won't make it turn loose.
You'll have to use a 15/64 or 1/4 bit to drill all the way thru both pieces to ever get it to turn loose.

On my bike there is a similar rivet on the underside of that tube. The fender is held on by the top shock mounting bolt (access from inside the fender) and the rear bolt of the two on the vertical chrome stay under where that rivet is.

It deafinetly is NOT a BOLT. There's no nut at the bottom of it. It mushrooms on the top as well as the bottom.
Seeing is believing; It one hellva rivet. As I said before I knocked off the head of it and punched it from the top and still it didn't pop-out from the bottom.

Maybe he is having the frame painted... mine had 2 on each side - top and bottom The right side was loose and thumping/rattling. They are a pain to get out and put back.
Let's -C- if eye can explain this (-B- patience with me) As seen in the picture below; that darn RIVET is going right through the frame and into the chrome railing that holds lots of stuff; i.e. lic. plate,some of the saddle bag(s) railing, etc.
Plus, eye can't take the rear fender off due to the fact that there's a bolt that goes throught the s/bags into the fender of which there's A NUT attached on the INSIDE of the fender that eye can't get to with a wrench. WHEW! Sorry 4 the novel
P.S. Take a good hard look at the RIVET & to the left slightly under is a bolt that's attached to the fender.
