I see 21T kits come with a chain from $100 (requiring a 36-tooth clutch shell ... is that not standard size?).

Hi HB! Chains come in lengths at increments of two teeth, so the stock chain will probably cover most popular compensators (crankshaft sprockets). The 21T SE kit I installed on my TC88 came with a shorter chain, but that is the smallest available. Baker has a chart to clarify the matter here.

How much slack can the primary chain adjuster take up in people's experience?

Use this website if you want to see what effect different gearing ratios do to your ride. It has several Harley's preloaded but it's easy to update with your specific model specs.

I have used this site for years and it's normally spot on!

The difference between a 25T stock sprocket and a 22T! Quite a bit, IIRC some part of the tensioner can be reassembled to accommodate the extra slack of a smaller sprocket.
